does anyone know of a way I can decode my vin and trim tag for a '64 Riviera?

There is some information in the '64 section of the site. Post your info, and someone will probably decode it for you.

I have a 1964 Buick Chassis Service Manual, in the front it has a Buick model ID number breakdown. If you post your info I can decode what I have. As far as colors goes, I used the info on this web site.
